PROBLEM TO BE SOLVED: To provide a flame retarding agent capable of sufficiently imparting the flame retardance, and a flame retarding method. SOLUTION: This flame retarding agent for a radiation treatment contains a flame retarding agent having a radical polymerization property and water soluble polymer capable of cross-linking by the radiation, and the flame retarding method includes: applying the radiation to a fibrous raw material in advance and then imparting the flame retarding as an aqueous solution form.
