PROBLEM TO BE SOLVED: To perform vacuum distillation under stable conditions proper for liquid to be treated by facilitating the control of the temperature of heating the liquid to be treated. SOLUTION: A nonaqueous solvent containing soil components or the like is heated and vaporized under a reduced pressure in a still 1 having a heating mechanism 4 using a heat-resistant oil as a heating medium. The vapor of the nonaqueous solvent is condensed to be liquefied in a condenser 19. The still 1 is provided with a heating tank 71 so as to cover the lower outer circumference thereof. The bottom part of the still 1 is immersed into the heating tank 71 from above and the heating tank 71 is filled with the heat-resistant oil to be the heating medium. Also, on the inner bottom surface of the heating tank 71, a straightening plate 72 for oil circulation is erected so as to encircle the lower outer circumference of the still 1.
