PROBLEM TO BE SOLVED: To prevent heating temperature irregularity between a paper passing area and a non-paper passing area by controlling each of the heating temperatures in the paper passing area and the non-paper passing area. SOLUTION: The fixing device for fixing a toner image by heating a recording material by an electromagnetic induction heating system comprises a first heating member 73 including a metal layer 73a having a first magnetic permeability in the central part of the heating area and a metal layer 73b having a second magnetic permeability lower than the first magnetic permeability at both end parts of the heating area, a second heating member 72 including a metal layer 72b having a third magnetic permeability close to the first magnetic permeability and higher than the second magnetic permeability disposed in contact with the first heating member 73, and an electromagnetic induction heating unit for heating the metal layers by generating an eddy current in at least one metal layer out of the metal layer 73a, metal layer 73b and the metal layer 72b with a frequency control circuit for controlling the magnetic flux generation driving frequency based on the difference between the temperature in the central part of the heating area and that in both end parts of the heating area.
