PROBLEM TO BE SOLVED: To provide a compact fluid supplying device which is capable of supplying a chemical fluid or a sample fluid flowing a fluid channel, accurately at the desired volume, to a reaction cell, and which does not supply any drop of the chemical fluid or sample fluid to the reaction cell after the supplying; and to provide a measuring device for concentration of components of boiler water incorporating the fluid supplying device. SOLUTION: The fluid supplying device includes a fluid channel through which a sample fluid taken from boiler water and a chemical fluid flow to a reaction cell having at most 10 mL of inner volume where the sample fluid and the chemical fluid can be mixed, and which has its cross-section of 0.2-0.8 mm<SP>2</SP>opening to the reaction cell; a pump which is arranged in the way of the fluid channel and which transfers with driving of a piezoelectric element the chemical fluid or sample fluid existing in the fluid channel to the reaction cell; and a bulb for opening and closing the channel which is arranged on the way of the fluid channel from the pump to the reaction cell.
