PROBLEM TO BE SOLVED: To provide an image forming apparatus for improving EMI countermeasure effect with a simple configuration and to provide an image forming method and an image forming program. SOLUTION: The image forming apparatus is configured so that printing data used for printing information, when information is printed on a recording medium and an output reference clock based on the timing of outputting the printing data as a reference are inputted to a head module and the head module prints the information on the recording medium, based on the printing data and the output reference clock. The image forming apparatus is provided with an engine control section 100 for inputting printing information on the timing of outputting the printing data and clock information on the output reference clock to the head module as output timing information. The output timing information is the information for outputting the printing data, in such a manner that a plurality of kinds of periods are switched in order, so as not to make the period of the output reference clock constant.
