A plasma display panel and a manufacturing method thereof are provided to improve the product quality by decreasing the noise due to the gat between the upper plate and the lower plate. The X-Y electrode metal film and the black layer are formed on the first substrate(11). A dielectric(15) is printed on the upper part of substrate. A protective film(16) is formed by depositing the MgO thin film on the dielectric layer. A metal layer for the address electrode(22) is coated onto the second substrate(21). The address electrode metal film is patterned. The dielectric is printed on the address electrode metal film. A partition(24) is formed by using the sand bluster method of construction. The discharge space is segmented by the partition. A fluorescent material layer(25) is formed within the discharge space. The sealing material is coated on the dielectric layer of the upper plate or the lower plate. The upper plate and lower plate are attached. The mixing gas is injected into the discharge space between the lower plate and the upper plate.
