A digital broadcasting system and a data processing method are provided to perform error correction encoding and error detection encoding and transmit mobile service data, thereby giving robustness to the mobile service data and strongly reacting to fast channel variation. At least one of location of main service data between data groups is rearranged. A signal receiving unit receives the rearranged at least one location of the main service data. A demodulator(602) demodulates a broadcast signal. A base data detection unit(604) detects base data rows from the data groups. An equalizer(603) compensates for channel distortion generated in mobile service data. A block decoder(605) outputs the mobile service data for error correction after decoding the mobile service data by block. A derandomizer(608) deradomizes error-corrected mobile service data.
