PROBLEM TO BE SOLVED: To provide a new electrophotographic photoreceptor with high productivity, capable of outputting an image free from image defects such as black spots, white spots, irregularity, stripes, interference fringes and moire on an image. SOLUTION: This invention relates to the method for manufacturing an electrophotographic photoreceptor having, on a support body, at least a base layer comprising either a conductive layer or an intermediate layer or both of a conductive layer and an intermediate layer successively layered from the support body side, and a photosensitive layer. The method includes at least: a first step of applying a coating liquid for the base layer on the support body; a second step of making dew condensation on the surface of the coating film of the coating liquid for the base layer or spraying a liquid on the surface, and then drying the surface of the coating film to form the base layer having a rugged surface; and a third step of applying a coating liquid for the photosensitive layer on the base layer having the rugged pattern to from the photosensitive layer.
