PROBLEM TO BE SOLVED: To provide a production method by which a soluble keratin can be produced fromα-keratin by a simple process in good yield. SOLUTION: The method for producing the soluble keratin comprises a first step of bringing theα-keratin into contact with thioglycolic acid and/or a salt thereof in the presence of water, and a second step of adding an oxidizing agent to the treated liquid obtained in the first step. In one preferred embodiment, the method for producing the soluble keratin comprises bringing theα-keratin into contact with an aqueous solution containing the thioglycolic acid and/or the salt thereof and having a pH of 9.0-13.5 in the first step. In another preferred embodiment, the method for producing the soluble keratin comprises adding the oxidizing agent, after regulating the pH of the treated liquid obtained in the first step so as to be 5.0-8.0 in the second step. Further, the pH of the treated liquid is preferably regulated in the second step so as to be 5.0-8.0 after adding the oxidizing agent to the treated liquid obtained in the first step.
