PROBLEM TO BE SOLVED: To provide a waterproof cover for base-isolation laminate rubber and a base-isolation device, capable of preventing the water from intruding into a lamination part. SOLUTION: The waterproof cover 5 for base-isolation laminate rubber is attached to the base-isolation laminate rubber 1 of such a structure that the lamination part 4 consisting of a plurality of rubber layers 10 and hard plates 11 laminated one over another alternately is interposed between the upper 2 and the lower supporting plate 3, and covers at least the lamination part 4, wherein the arrangement includes a hard part 20 assuming a cylindrical shape stretching along the axis O of the lamination part 4 and accommodating at least the part 4 in the inside and having stiffness extending circumferentially along the cover and a soft part 21 having flexibility extending circumferentially along the cover, and the two ends are attached removably to the supporting plates 2 and 3.
