An image encoding device which performs a high-speed orthogonal transform process, and is compatible with various format structures and block size encoding specifications. The image encoding device (1) including a first one-dimensional orthogonal transform processing unit (10), a two port memory for transposition processing (20), a second one-dimensional orthogonal transform processing unit (30), a first address generation unit (40), a second address generation unit (50), a coefficient table holding unit (60), a parameter set storage unit (70) and a control unit (80). The control unit controls said first (10) and said second orthogonal transform processing unit (30) to perform the one-dimensional transform processing in parallel for each block of the designated size, and to control said first (40) and said second address generation units (50) to supply an address which corresponds to the designated size in parallel with the two port memory for transposition processing (20).
