PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit wherein designing is easy, no increase in footprint is caused, and the voltage drop of a power supply is suppressed, and a design method of the semiconductor integrated circuit. SOLUTION: In the semiconductor integrated circuit, a ring power supply of an IO region used for driving an IO cell which conventionally exists is used as a power supply path. At least a filler cell (spacer cell) arranged in the IO region is configured so that wiring is drawn out for ring power supply wiring so as to be supplied into a chip.
