PROBLEM TO BE SOLVED: To provide a device and a method for manufacturing a sheet for pasting without a release sheet on the upper surface of the sheet for pasting by forming the sheet with a master roll having the release sheets temporarily adhered on both sides of an adhesive sheet. SOLUTION: This device 10 for manufacturing the sheet for pasting uses the belt-like master roll R having the first release sheet A temporarily adhered to one surface of the adhesive sheet S and the second release sheet B temporarily adhered to the other surface. The device comprises a cutting means 12 forming a cut C reaching the second release sheet B from the first release sheet A side, a recovering means 14 recovering a first release sheet portion A2 on the sheet S1 for pasting as an unnecessary inside sheet E while recovering an outside adhesive sheet portion S2 positioned outside the sheet S1 and a first release sheet portion A1 positioned on the upper surface thereof as an unnecessary outside sheet D, and a connecting means 15 connecting these unnecessary sheets D, E by a connecting adhesive tape T.
