PROBLEM TO BE SOLVED: To provide a paper feeding device and an image forming device capable of certainly handling stacked paper and carrying that one by one. SOLUTION: A motor of an image forming device body is driven, and driving force thereof is transmitted to a handling roller 10 through gears 40, 9, a driving roller 6, and the like to drive the handling roller 10 to rotate in a counterclockwise direction (a paper carrying direction). Therefore, a front side tip end of transfer papers P at the uppermost portion is turned over by the handling roller 10. Consequently, adhesion between the transfer papers P at the uppermost portion is reduced. Then, a pick-up roller 42 rotates in the paper carrying direction, and paper feeding action of the transfer paper P at the upper most portion is executed. Rotating action of the handling roller 10 is executed immediately before paper feeding action, so that the paper feeding action is started while the adhesion between the transfer papers P is certainly reduced by turning-over action due to rotations of the handling roller 10.
