PROBLEM TO BE SOLVED: To automatically set and optimize a data holding time for each detector line depending on the installation environment of fire detectors only by receiver processing. SOLUTION: A learning part 32 monitors non-fire events, for a detector line which are stored but not determined as fires, and sets a first holding level when determining a detector line not likely to cause non-fire events or sets a second holding level when determining a detector line likely to cause non-fire events. A first holding level reception part 34 operates in a first holding level state, and issues an alarm when receiving another event signal after one recovery operation in which the detector line is powered off temporarily and returned to the original monitored state a predetermined time after a detector event signal is output. A second holding level reception part 38 operates in a second holding level state, and issues an alarm when receiving another event signal after one or more recovery operations in which the detector line is powered off temporarily and returned to the original monitored state a predetermined time after the event signal is received.
