PROBLEM TO BE SOLVED: To provide a positive-charged binary developer and an image forming device, excellent in stability of image density in a formed image even when image forming is performed for a long period, by restraining non-electrostatic adhesive force between a toner particle and a carrier or the like and by maintaining effectively a charge characteristic of the toner particle itself. SOLUTION: In the positive-charged binary developer, surfaces of the toner particle and the carrier are coated respectively with a fluoro compound, and a ratio expressed by A2/A1 is made to get to a value within 1-15 of range, where A1 represents a coating rate of the fluoro compound on the toner particle surface, and A2 represents a coating rate of the fluoro compound on the carrier surface.
