PROBLEM TO BE SOLVED: To provide a cement admixture exhibiting high water reducing performance, capable of delaying the setting time long, and providing a cement composition having excellent construction property and having excellent handling property, and to provide a cement composition containing the cement admixture. SOLUTION: The cement admixture comprises as an essential component a polycarboxylic acid based copolymer (A), at least one kind of phosphonic acid based compound (B) selected from a group comprising phosphonic acids and alkyl amino phosphonic acids and water (C), wherein the content of the phosphonic acid based compound (B) is 20-100 pts.wt. based on 100 pts.wt. polycarboxylic acid based copolymer (A) and the content of the polycarboxylic acid based copolymer (A) is 5-45 pts.wt. based on 100 pts.wt. water (C).
