A system for controlling the entrance/exit to/from a house and a method therefor are provided to collect information about the coming in and out of a person having a mobile terminal through an IP BTS(Base Transceiver Station) in case the person enters a corresponding building, and then manages the collected information. Premises cell forming units(50,60) form small-sized communication cells by connecting to a mobile communication network(20) through an IP network(30), and wirelessly/periodically transmit SIBs(System Information Blocks) to transmit a cell entry message to the IP network after receiving the message. Mobile communication terminals(11-13) perform wireless communication in both the mobile communication network and the cells of the premises cell forming units, receive the SIBs in the cells, transmit the cell entry message, and then request information about the entrance/exit to/from a house from an entrance/exit management server(40).
