A device for processing streams and a method thereof are provided to transmit/receive a stream effectively and stably by using a dummy insertion unit and a stream rearrangement unit. A stream rearrangement unit(110) stacks and rearranges streams. A dummy insertion unit(120) adds a dummy to the rearranged streams. An Interleaving unit performs convolutional interleaving of the stream to which the dummy is added. The stream rearrangement unit vertically stacks streams as much as a set number per a unit. The stream rearrangement unit orthogonally rotates the stacked streams. Therefore, the streams are rearranged.
