PROBLEM TO BE SOLVED: To form a high-quality toner image, in a wet developing system image forming apparatus. SOLUTION: By having CPU 113 form a plurality of patch images, while increasing the developing bias by executing a control program stored in a memory 116 whether the image densities are saturated is determined, by sensing the image densities of the patch images each with a patch sensor 17 and comparing the image densities. Image forming conditions with the image concentrations substantially saturated are calculated and stored in the memory 116. When a printing command signal is input from an external device via a main control part 100, a printing operation is carried out with the image forming conditions stored in the memory 116.
