An apparatus and a method for adding, changing or deleting a plurality of service flows through one procedure in a broadband wireless communications system are provided to reduce overhead by consecutive execution of service flow process procedure. A wireless access node determines addition of service flows(201). If a plurality of service flows is added, the wireless access node confirms whether QoS parameters are identical together(203). If not, the wireless access node designates a reference service flow among service flows(205). The wireless access node confirms the standards QoS profile comparison QoS parameters among QoS parameters of the service flow(207).
