PROBLEM TO BE SOLVED: To provide an active state determination method, capable of determining whether a resident is in an active state or not from a measurement value and a threshold of power consumption, and an active state determination system using the method. SOLUTION: The active state determination method comprises measuring a power consumption value at predetermined sampling time intervals by a watt-hour meter 3 in a power consumer 2, determining a reference deviation of power consumption value for a determination object time as a determination object value, comparing the determination object value with a predetermined threshold, determining, when the determination object value is larger than the threshold, presence of intentional operation by a resident to electric appliances in the power consumer, and determining, when the determination object value is not more than the threshold, absence of intentional operation by the resident to the electric appliances in the power consumer.
