PROBLEM TO BE SOLVED: To provide a variable winning device which never opens moveable blade pieces even if a fraudulent act of opening the moveable blade pieces is committed from the outside, and can unerringly prevent the fraudulent act, and to provide a game machine using the same. SOLUTION: The variable winning device 12 opens and closes the moveable blade pieces 19 journaled on a turning shaft 25 through transmission means 23 and 27 transmitting the driving force of an electrical driving source 22. A cam member 26 having an operating section 31 cooperating with a transmission means 23 in a position where the operating section synchronizes with the movable blade pieces 19 and is eccentric relative to the turning shaft 25 is provided in the turning shaft 25 of the movable blade piece 19, and the transmission means has a connection member 27 connected with an electrical driving source 22 and an operating member 23 cooperating with the cam member 26 and is provided with a locking means 35 to prevent the operation of the movable blade piece 19 by preventing the movement of the operating member 23. The locking means 35 is released and the transmission means 23 and 27 are moved at the time when the electrical driving source 22 is driven, and the movable blade piece 19 is released by turning the cam member 26 in synchronization with the movement of the transmission means 23 and 27.
