<P>PROBLEM TO BE SOLVED: To provide a method for preparing contrast media having diameters not longer than submicron at the time of use by using equipment with high portability, and to provide a device for the preparation. <P>SOLUTION: The method for preparing the medicament for diagnosis or therapy includes a step for preparing a second mixed liquid by adding a second slightly water-soluble compound 2 having compatibility with a first slightly water-soluble compound to a first microemulsion 4 having ≤0.5 μm diameter and formed by applying a prescribed pressure to a first mixed liquid containing the first slightly water-soluble compound 1, an emulsifier 3 and an aqueous phase, and a step for preparing a second microemulsion 5 having ≤0.5 μm diameter by stirring and shaking the second mixed liquid in a sealed state to embed the second slightly water-soluble compound in the first microemulsion.
