PROBLEM TO BE SOLVED: To provide a friction material which stabilizes frictional coefficient by using an easily available inexpensive fibrous substrate material and inhibits the development of fade and build-up, and a brake shoe of a brake gear. SOLUTION: This friction material 4b contains a rock wool fiber and an acrylic fiber as fibrous substrate materials and a silicone-modified phenol resin as a binder. Therefore, by using the rock wool fiber and silicone-modified phenol resin excellent in heat resistance, while maintaining the approximately similar frictional coefficient, it becomes possible to inhibit the development of fade and build-up. Also, by using the relatively inexpensive and easily available rock wool fiber and acrylic fiber instead of relatively expensive and not easily available aramid fiber and ceramics fiber, while maintaining the approximately similar frictional coefficient to that of the friction material containing the aramid fiber and ceramics fiber, it is possible to produce the friction material 4b inexpensively.
