PROBLEM TO BE SOLVED: To provide a manual power generation device in which rotational force (torque) of a handle is made into stable rotation in a main shaft for eliminating coupling. SOLUTION: An intermediate wall is provided inside a box having the handle mounted on a front face. In the box, the side in front of the intermediate wall is set as a first chamber composing an automatic engagement/disengagement clutch for engaging a drive shaft to a driven shaft only during rotational operation by the handle, and the other side is set as a second chamber internally mounting an accumulator device for accumulating rotation with the main shaft as a driven shaft as the center as mechanical energy or positional energy and a generator working by release of the accumulated power. In the second chamber, the intermediate board is provided as a base board and a sub base board is provided with an interval from the intermediate wall, the main shaft is journaled by both the intermediate wall and the sub base board, and the generator is further mounted on the sub base board, so that an input shaft of the generator is directly connected to the main shaft. In the accumulator device, the main shaft rotated by the handle by clutch engagement is constantly biased in one rotating direction so as to resist rotation of the handle for accumulating the mechanical energy or the positional energy.
