PROBLEM TO BE SOLVED: To provide an ion generating element and a charging device capable of setting size and shape of an induction electrode inexpensively and properly in accordance with the conditions and discharging electricity stably and efficiently to provide an image forming apparatus using them. SOLUTION: This ion generating element 1 is provided with a discharging electrode 22 and the induction electrode 23 arranged by opposing each other across an upper part dielectric 21a and is provided with a heater electrode 25 generating heat by the Joule heat generated by carrying current on a face on a side where the induction electrode 23 of the upper part dielectric 21a is formed. The induction electrode 23 and the heater electrode 25 are properly arranged to prevent a heater current from flowing into the induction electrode 23. COPYRIGHT: (C)2009,JPO&INPIT
