<P>PROBLEM TO BE SOLVED: To charge a capacitor up to a target level in a short time. <P>SOLUTION: When charging a capacitor by regeneratively controlling a motor for front wheels to actuate a braking force, a dropped voltage based on the internal resistance of the capacitor is calculated. Also, an effective voltage Vreal is calculated by subtracting a dropped voltage calculated from a voltage across the terminals of the capacitor Vcap. Input limit of the capacitor is set so that a voltage across the terminals of the capacitor Vcap falls within an allowable voltage Vref until the effective voltage Vreal reaches a target voltage V*. The motor for front wheels is regeneratively controlled within the range of the set input limit.
