PROBLEM TO BE SOLVED: To provide a discharge body in which stable discharge can be carried out continuously when foreign matters are adhered to the vicinity of an electrode. SOLUTION: By means that two electrodes 2, 3 are installed by interposing a dielectric 1, that a covering part 1b and a covering membrane 4 to respectively cover surfaces of the electrodes 2, 3 are installed, and that a conductor 5 is installed at the covering membrane 4, an electric line of force is concentrated between the dielectric 5 and the electrode 3, an electric field is strengthened, and charged particles are formed by generating discharge in the vicinity of the dielectric 5 without applying a voltage to the dielectric 5. By the charged particles, this is made to have an atmosphere in which discharge is easy to be generated between the electrodes 2, 3, and even in the case dusts in the air are adhered to the vicinity of the electrodes 2, 3, stable discharge for a long time between the electrodes 2, 3 is enabled to be carried out by a simple constitution.
