PROBLEM TO BE SOLVED: To easily and precisely determine the non-arrival of transmitted electronic mail. SOLUTION: Electronic test mail is transmitted with a certain electronic mail address as transmission destination, and whether or not a first character string "message/delivery-status" is present in a received mail having a multi-part structure is successively determined (66 to 70), and when it is determined that the first character string is absent, a series of determinations of whether or not a second character string "text/html" is absent; of whether or not any attachment file is absent; of whether or not any mail specification hash attached to test electronic mail is present; of whether or not the same character string as a transmission date in the electronic test mail and the transmission destination electronic mail address is present is performed (74 to 98), and when the results of the series of determinations are all positive, and when it is determined that a first character string is present in the multi-part structure, it is determined that the received electronic mail is error electronic mail transmitted form the electronic mail server according as the test electronic mail does not arrive (102).
