A rotation control assembly with a double cable is provided to simplify the structure by adopting identical pulleys in the control device and the starting device. A rotation control assembly comprises a starting device(14) and a control device(12) which are connected through two cables(106,108) and have pulleys(24) and plate-type bases(22), where the pulley and the base mounted on the starting device are identical to those of the control device. The base includes a first fastening unit(36) for attachment on support parts, a second fastening unit(38) for attachment on a casing, and a guide unit(40) guiding the cables wound on the pulley.
