PROBLEM TO BE SOLVED: To generate a suitable precoding vector in accordance with performance of user equipment in a downlink multiuser MIMO (multi input multi output) type mobile communication system. SOLUTION: A mobile communication system includes: a precoding means which duplicates each of a plurality of transmission streams into a plurality of sequences and weights each of the duplicated sequences using the precoding vector; a plurality of combination means each for combining the plurality of sequences weighted by different precoding vectors and applies the combined sequence to any one of a plurality of transmission antennas; and a means which calculates a product of a channel matrix to first user equipment and the conjugate transposed matrix thereof to determine a specific vector corresponding to a maximum specific value of the product matrix.
