PROBLEM TO BE SOLVED: To provide a surface-mount type overcurrent and overheat protective device which is excellent in weather resistance, has a simple structure and is easy in processing and forming. SOLUTION: The present invention comprises a PTC chip (6) formed of a conductive polymer composite material and a layer shell where the PTC chip is embedded. A shell structure has an inner layer, an intermediate layer and an outer layer. The inner layer is a substrate (7) which has a space to incorporate the PTC chip. The intermediate layer comprises lid plates (4, 9) which are left on the upper side and the lower side of the substrate, respectively. A half of conductive films (5, 8) is placed between the lid plate and the substrate to be in contact with two electrodes of the PTC chip. The outer layer comprises two solder pads (1, 2, and 10, 11) adhered to the external side of the lid plate and protective films with solder (3, 12).
