PROBLEM TO BE SOLVED: To provide a hooking and fixing device capable of preventing iron powders from being scattered to the outside even if a second member is turned against a first member when adjusting the degree of hooking, fixing, and firmly tightening and in a hooked and fixed condition. SOLUTION: This hooking and fixing device is provided with a washer 20, a base member 2, an operation lever 3 pivoted on the base member 2, a connection member 5 pivoted on the operation lever 3, a hooking member 6 connected with the connection member 5, and a displacement mechanism N for displacing the hooking member 6 against the connection member 5. The displacement mechanism N is constituted by screw-fitting a female screw N2 and a male screw N1 mutually, and the operation lever 3 is turned while the hooking member 6 is hooked on the washer 20 to pull the washer 20 by the hooking member 6. This hooking and fixing device is provided with an elastic member 15 having a cylindrical part 6a in the hooking member 6, having a shaft part 5b in the connection member 5, having a bottom in one end part of the cylindrical part 6a, opening the other end part of the cylindrical part 6a, having the female screw N2 on an inner peripheral face of the cylindrical part 6a, and having the male screw N1 in the shaft part 5b to block an opening of the cylindrical part.
