PROBLEM TO BE SOLVED: To provide a charging member capable of suppressing a discharge failure image, even when the member is repeatedly used for a long period of time and suppressing a set image, even when it is brought into contact with a photoreceptor for a long period of time, and to provide a process cartridge using the charging member and an electrophotographic device. SOLUTION: A contact charging member includes a conductive substrate, a binder resin and a conductive agent, and a surface layer to which conductivity is imparted by the conductive agent. The surface layer includes composite particles dispersed in the binder resin, and the composite particles of≥80% based on the total number of composite particles as a reference have circularity of≥0.9. The composite particles have an average particle diameter of 0.5 to 30μm. The charging member made of a polymer material containing silica particles, the process cartridge using the charging member and the electrophotographic device are also provided.
