PROBLEM TO BE SOLVED: To provide a low-hardness toner supply roller including a polyurethane sponge layer which reduces environmental dependency of electric resistance value, reduces electric resistance and improves cell opening property of a surface thereof. SOLUTION: The toner supply roller includes a metallic cylinder and the polyurethane sponge layer formed on an outer periphery of the metallic cylinder, wherein the polyurethane sponge layer is obtained by foaming and curing a polyurethane raw material comprising a polyol component, an isocyanate component, a polyester resin-based dispersant (A) comprising an adsorption group and a side chain having a mass average molecular weight of 9,000-50,000, and carbon black.
