PROBLEM TO BE SOLVED: To provide a filter element capable of preventing occurrence of problems such as the increase of pressure loss due to the fall prevention of gas removal particles and the increase of a manufacturing cost since there is no risk of the falling of the gas removal particles and also a sufficient gas removal action is secured, and to provide its manufacturing method. SOLUTION: The filter element is configured of a honeycomb structure body 10 which is made by using gas removal sheets 11 where the gas removal particles are held between the two air permeable sheet materials. Resin finishing is performed in the end part of each gas removal sheet 11 which constitutes at least one of the inlet and outlet of the gas in the honeycomb structure body 10.
