PROBLEM TO BE SOLVED: To provide a drug for preventing and treating cerebral stroke, reduced cerebral blood circulation, and other conditions in which neurocytes are loaded, having good neuroprotective properties and slight possibility of side effects. SOLUTION: Disorders such as Alzheimer's disease, Hungtington's disease, Parkinson's disease, amyotrophic lateral sclerosis, and multiple sclerosis are treated by using a 2-amino-(4-fluorobenzylamino)-1-ethoxycarbonylaminobenzene compound represented by formula (I) or a pharmaceutically utilizable salt thereof.
