A method for jointly controlling power and an apparatus therefor are provided to control power in cooperation in the environment where a cognitive radio system and an exiting system coexist. A method for jointly controlling power comprises the following steps. A base station senses channels to obtain an available channel n(300), performs scheduling and power control for the available channel n(302), and calculates a limit division line after reading out the protection division line of a channel n+m of an existing system from a geographical position database(304). And then, the base station checks whether service terminals using the channel n in a restricted area are scheduled at the same time(306), confirms whether the channel n+m is used in the existing system(308), and calculates the maximum Tx power satisfying the maximum permissible interference level(310).
