A non-etched flat polarization-selective diffractive optical elements is provided to reduce the manufacturing cost and simplify the structure. A hologram element(30) comprises a substrate(31) which is formed with a successively changed or a pixel. Anti-reflective coating layers(32,33) of the hologram element are comprised to improve the transmission efficiency. 4 discrete pixel states(41,42,43,44) has 0, 33.6, 53.1, and 90 degree which is the out-of-plane tilt angle. X-polarized input ray(50) along the Z axis is polarized to the circuital fold degree(51).
