Low power consumption control of a semiconductor integrated circuit including a plurality of processors, and processing performance wherein real time characteristic is required are both ensured. The semiconductor integrated circuit including the processors is provided with a managing unit for accelerating progress of processing by the processors, by combining a first control for changing the voltage value and the frequency of a clock signal based on control information included in a program, and a second control for changing the voltage value and the frequency of the clock signal in accordance with the progress of the processing by the processors. Though power consumption increases during a period when the frequency and the voltage of each processor are increased, high-speed processing can be performed. In a period when the frequency and the voltage of each processor are not increased, the high-speed processing cannot be performed but only a small power is consumed. Thus, the low power consumption control of the semiconductor integrated circuit including the processors and the processing performance wherein real time characteristic is required are both ensured. ® KIPO & WIPO 2009
