A polishing pad for magnetic recording medium and a manufacturing method thereof are provided to minimize the agglomeration of polishing slurry liquid by using elastic ultrafine fiber to serve as a cushion. A polishing pad for magnetic recording medium is composed of non-woven in which elastic ultrafine fiber, which have elastic recovery of 80% or more when extended 10%, are confounded and elastormer impregnated in the non-woven, and has a surface hardness 70 or less. Elastic ultrafine fiber are pilorected on the surface in order to serve as a cushion.
