A glycogen synthase kinase-3-beta activity inhibitor including Magnoliae Cortex extracts is provided to prevent GSK-3beta activity excellent and to prevent or treat effectively diseases including a degenerative brain disease and diabetes generated by the activity of the GSK-3beta. A glycogen synthase kinase-3-beta activity inhibitor composition comprises a honokiol or a magnolol as an active ingredient which is derived from Magnoliae Cortex extracts and is used as treating agent for a degenerative brain disease and diabetes.
