PROBLEM TO BE SOLVED: To allow an incoming call from a PSTN network to be connected to VoIP terminal with no call control server in between, even if no communication is available between the call control server and VoIP-GW. SOLUTION: VoIP-GW device is connected to the PSTN network and converts a voice call on the IP network including a call control server and the VoIP terminal. It comprises a function 123 for judging soundness of the call control server, a direct connection call termination number conversion table 122 which dynamically records and holds the address information of a connection destination, and a function 125 which, if call termination to the VoIP terminal through the control server succeeds, generates and updates a dial-in number included in the response from the VoIP terminal, extension number, and IP address in the direct connection call termination number conversion table.
