PROBLEM TO BE SOLVED: To provide a rubber composition for bead apex which reduces the usage of raw materials originated from petroleum resources, exhibits high stiffness and low heat build-up, and is also excellent in the processability during forming, and to provide a pneumatic tire using the rubber composition and exhibiting excellent control stability and excellent fuel cost. SOLUTION: This rubber composition for a bead apex comprises a rubber component and an inorganic filler comprising silica and clay, wherein the rubber component comprises a natural rubber component comprising at least one of natural rubber and an epoxidized natural rubber; the amount of the compounded clay is in a range of 5 to 40 pts.mass per 100 pts.mass of the rubber component; and the total amount of the compounded silica and clay is≥65 pts.mass per 100 pts.mass of the rubber component.
