A heat rod assembly and a vehicle preheater having the same are provided to make the intermediate assembling of a heat rod assembly simple and stable by frictional coupling between a holding protrusion and a fitting groove. A heat rod assembly(100) includes an insulator(120) formed with a mounting groove extended in the longitudinal direction, wherein a plurality of coupling holes(122) are formed in the bottom of the mounting groove and a plurality of holding protrusions(123) are formed on both inner side surfaces of the mounting groove. A (+) terminal(130) has fitting grooves(131) formed at both sides to be coupled with the holding protrusions.
