<P>PROBLEM TO BE SOLVED: To provide a modifier for a cooling fluid and a coolant liquid for an internal combustion engine sharply improving fuel consumption of the internal combustion engine. <P>SOLUTION: The modifier for the cooling fluid for an internal combustion engine consists of a salt or a double salt of a metal and a non-metal originating from chlorite with an inorganic acid, and a pH regulator and/or a chelating agent. The preferable amount of the chelating agent is 3.3-4.6 wt.%.
