<P>PROBLEM TO BE SOLVED: To provide a monitoring system capable of quickly acquiring information of a distress accident and finding a victim at an early stage when the distress accident or the like occurs. <P>SOLUTION: Each point place is provided with an IC tag reading and writing means.
