PROBLEM TO BE SOLVED: To provide a packaging film which is superior in the heat-seal strength of a heat-sealing part as well as laminate strength between a substrate layer and a heat-seal layer, and exhibits good biodegradability in the natural environment by virtue of forming not only the substrate layer but also the heat-seal layer with a biodegradable resin; and to provide a bag made by using the film. SOLUTION: This biodegradable film comprises a substrate layer (I) comprising a biodegradable resin containing polylactic acid, and a heat-seal layer (II) comprising a biodegradable resin containing an aliphatic polyester laminated on at least one side of the layer (I), which is characterized in that the difference (Tm(A)-Tm(B)) between the melting point Tm(A) of the substrate layer (I) and the melting point Tm(B) of the heat-seal layer (II) is≥55°C.
