A method, apparatus and system for controlling multicast bearing resource are disclosed, which use a Resource and Admission Control Subsystem (RACS) to control the multicast bearing resource. The method includes: a network entity in the RACS receiving a request for controlling the multicast bearing resource from a bearing layer network entity (S1); the network entity in the RACS controlling the multicast bearing resource based on the request (S2). The network entity in the RACS includes: a receiving unit for receiving the request for controlling the multicast bearing resource from the bearing layer network entity; a controlling unit for controlling the multicast bearing resource based on the request.
